question be considered by the Government and trust that at the

earliest possible date steps be taken to protect our trade.

I am directed to point out that in the

opinion of the Committee of the Chamber, the simplest way of

dealing with this question would be for the Hongkong Government

to enter into a trade Convention with France, similar to that

already existing between Great Britain and that Country.

The existing Convention above referred to

specially excludes the Colonies who must therefore make their

own Convention, if this be necessary, in order to profit by the

minimum tariff.
